Jhalawar: The second phase of the Mangla Pashu Bima Yojana has officially commenced in Rajasthan, aiming to provide financial security to livestock farmers. After the success of the first phase, the state government has now set a target to insure 43,000 animals in Jhalawar district.
The scheme is designed to protect small livestock owners from financial losses due to animal deaths caused by disease, natural disasters, or other unforeseen reasons.
Free Insurance for Cows, Buffaloes, Goats and Sheep
Under the Mangla Pashu Bima Yojana, livestock owners can avail free insurance coverage for:
- Up to 2 large animals (cow or buffalo)
- Up to 10 small animals (goat or sheep)
No premium amount is required from beneficiaries. In case of accidental or natural death of the insured animal, the scheme provides compensation of up to ₹40,000.
Selected animals receive a health certificate issued by the Animal Husbandry Department before insurance approval.
Registration Progress and Targets for 2026
During the first phase, the department was given a target to insure 48,000 animals, with around 35,012 registrations completed in the district. However, nearly 4,000–5,000 registrations were canceled due to documentation errors by livestock owners.
In the current phase, the district has again been assigned a target of 43,000 animals. So far, insurance coverage has been provided to approximately 11,000 animals across the district.

- Sheep: 2,500
- Goats: 10,000
- Camels: 500
The state government has set March 2026 as the deadline to achieve the target. Officials indicated that if the target is not met within the timeline, the registration deadline may be extended, as done in previous years.
Simplified Online Registration Process
According to Dr. T.R. Bansod, Joint Director, Veterinary Department, Jhalawar, the second phase includes procedural improvements.
Livestock owners must first register at an e-Mitra center. After registration, both the insurance company surveyor and veterinary doctor conduct a joint visit for online verification. The new streamlined process ensures that the insurance policy is issued within three to four days.

Launched last year by the Rajasthan government, the Mangla Pashu Bima Yojana provides ₹40,000 financial assistance to Jan Aadhaar card-holding livestock owners in case of animal death.
The scheme plays a crucial role in strengthening rural livelihoods and safeguarding small farmers from unexpected financial setbacks, ensuring greater economic stability in Rajasthan’s livestock sector.
