HPCL Rajasthan Refinery: PM Modi to inaugurate mega Balotra project on April 21

Prime Minister Narendra Modi is scheduled to inaugurate the HPCL Rajasthan Refinery-cum-Petrochemical Complex at Balotra (Pachpadra), Rajasthan on April 21, 2026, marking a major milestone in India’s energy and industrial infrastructure development.

According to official sources, the Prime Minister will dedicate the project to the nation during his visit and is also expected to address a public gathering in the region.

Major refinery-petrochemical project

The HPCL Rajasthan Refinery Limited (HRRL) is a greenfield integrated refinery and petrochemical complex with a planned capacity of 9 million metric tonnes per annum (MMTPA). It is a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan.

Located in Balotra (earlier Pachpadra region), the project is among the largest refinery developments in the country and is aimed at strengthening India’s domestic refining capacity.

Key products and industrial impact

The refinery will produce a wide range of petroleum and petrochemical products, including petrol, diesel, polypropylene, polyethylene, benzene, toluene, and butadiene, which are essential raw materials for industries such as plastics, textiles, pharmaceuticals, and packaging.

Officials said the integrated complex will significantly boost downstream industrial development and help reduce import dependence on petrochemical products.

Economic significance

The project, with an estimated investment of around ₹79,000–₹80,000 crore, is expected to generate substantial employment opportunities and contribute to the economic development of western Rajasthan.

It is also seen as a key infrastructure push to develop the Marwar region into an emerging industrial hub.
