On September 30, 2026, India and Japan have advanced their bilateral cooperation in the climate sector by launching the Operational Manual for the ‘India-Japan Joint Crediting Mechanism’ (JCM) in New Delhi.
This manual was jointly launched by Keiichi Ono, Ambassador of Japan to India, and Tanmay Kumar, the then Secretary of the Ministry of Environment, Forest and Climate Change (MoEFCC). It establishes a clear procedural framework for implementing JCM activities in India, covering the project cycle from the submission of the Project Idea Note to the issuance and authorization of JCM credits.
This launch marks a significant step towards implementing bilateral cooperation under Article 6.2 of the Paris Agreement. India and Japan signed a Memorandum of Cooperation (MoC) on August 7, 2025, followed by the adoption of the Rules of Implementation (RoI) on June 8, 2026.
The objective of the India-Japan JCM is to promote the implementation of advanced low-carbon technologies, mobilize climate finance, and facilitate technological cooperation between the two countries. It also supports credible efforts to reduce and remove emissions while contributing to sustainable development in India.
With the operational framework now in place, the JCM is moving beyond institutional preparations toward actual implementation. This manual is expected to provide greater clarity and transparency to project developers and other stakeholders, while also strengthening cooperation between India and Japan in areas such as low-carbon technologies, climate finance, and international carbon markets.
