The district-level Panch Sammelans organized across the country for the effective implementation of the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin) [VB-G RAM G] Act, 2025 have achieved remarkable success. The objective of these conferences was to apprise representatives of Panchayati Raj Institutions and officials about the Act.
The Ministry of Rural Development had requested states and Union Territories to organize such conferences. In these, elected representatives and officials from all three tiers of the PRIs were apprised of the provisions of the Act, as well as their roles and responsibilities.
With 1,338 Panch Sammelans held nationwide, the campaign has engaged over 5.26 lakh Panchayati Raj representatives, functionaries and officials, reflecting strong participation and ownership by States and UTs. The extensive outreach has strengthened awareness of the role of Gram Panchayats in participatory planning, rural development and grassroots governance.
The VB-G RAM G Act, 2025 strengthens the role of Gram Panchayats in the rural development process by entrusting them with key responsibilities regarding planning, implementation, monitoring, transparency, and social accountability. In this context, Panch Sammelans have emerged as effective platforms for familiarizing elected representatives and officials with crucial provisions such as the VGPP, Rural Rozgar Guarantee Cards, asset creation, convergence, social audits, and grievance redressal.
23 States and UTs have successfully completed their scheduled Panch Sammelans: Andhra Pradesh, Assam, Bihar, Chhattisgarh, Goa, Gujarat, Haryana, Himachal Pradesh, Karnataka, Kerala, Mizoram, Nagaland, Punjab, Sikkim, Tamil Nadu, Telangana, Tripura, Uttarakhand, West Bengal, Andaman & Nicobar Islands, Dadra & Nagar Haveli and Daman & Diu, Jammu & Kashmir, and Puducherry, reflecting timely and effective implementation.
Several states have adopted new, multi-tiered approaches to expand the reach of Panchayat conferences. Gujarat, Jammu & Kashmir, and West Bengal have organized conferences at various administrative levels, thereby strengthening awareness and capacity-building among Panchayati Raj representatives and officials at the grassroots level.
The Panch Sammelan campaign is making positive progress across the country. The active participation of states and Union Territories has laid a significant foundation for rural development, good governance, public participation, and the strengthening of Panchayati Raj institutions.
