PM Modi to Lay Foundation Stone of HCL-Foxconn Semiconductor Project ‘India Chip’ in Uttar Pradesh

New Delhi: Prime Minister Narendra Modi will attend the foundation stone laying ceremony of the HCL-Foxconn joint venture semiconductor project, India Chip Private Limited, via video conferencing on February 21, 2026, at around 5 PM.

The facility will be set up at the Yamuna Expressway Industrial Development Authority (YEIDA) region in Uttar Pradesh and marks a significant step toward strengthening India’s semiconductor manufacturing ecosystem.


Major Push Towards Semiconductor Self-Reliance

The HCL-Foxconn semiconductor facility is being seen as a landmark project in India’s journey towards technological self-reliance. The initiative is expected to strengthen India’s position as a reliable global hub for high-end electronics and semiconductor manufacturing.

The project aligns with the government’s broader vision of boosting domestic electronics production and reducing import dependence in critical technology sectors.


OSAT Facility Under Government’s Semiconductor Scheme

The upcoming facility will operate as an Outsourced Semiconductor Assembly and Test (OSAT) unit and is being developed under the Modified Scheme for Semiconductor Assembly, Testing, Marking and Packaging (ATMP).

With an investment exceeding ₹3,700 crore, the project aims to:

  • Strengthen domestic semiconductor manufacturing capabilities
  • Reduce reliance on imports
  • Build resilient global supply chains

Support for Key Electronics Sectors

The semiconductor unit will cater to multiple high-growth sectors, including:

  • Mobile phones
  • Tablets and laptops
  • Automotive electronics
  • Consumer electronics

In addition, the project is expected to accelerate innovation, promote skill development, and enable technology transfer within India’s fast-evolving semiconductor ecosystem.


Employment Generation and Industry Boost

The India Chip project is projected to generate thousands of direct and indirect jobs for engineers, technicians and skilled professionals. It is also expected to stimulate the growth of ancillary industries, further strengthening India’s presence in the global semiconductor value chain.

With this initiative, India continues to move closer to becoming a major player in the global semiconductor landscape while reinforcing its ambition of becoming a manufacturing powerhouse in advanced electronics.
